Hair looks a bit too massive. Don't use that thick outlines, if you have to use any. But that may depend on the hair style of course. The background is a bit... "simple", but I guess the girl's important. Always! xD
I think you sometimes used too short lines which makes the coloring look a bit rough. But it's not disturbing; to the contrast, it gives the pic a certain traditional-works-charme. You could've worked a bit more on a real facial expression and pose tho.
I really like the clothes, although that's got to be a really magical wind if it hardly influences anything except the skirt. Even if it's a breeze from below (wtf?) I think the rest of the clothes aren't moved enough. Although that may be just artistic freedom.

I really like the color composition and use of light and dark spots a.k.a. shading.

You hid the hands and feet on purpose, didn't you? D:< Evil girl you. x_X

well... actually the drawing wasn't made for coloring it xD i just found it when i WANTED to draw something to color xD and then i saw this and thought "i don't like this picture, i can abuse it for my training" xD so the hair was a little bit unfortunately to color... xD i hate that hair style anyway

yes, the background is really cheap! xD i thought without background it would be too empty, so i added some simple flowers, but i had no motivation anymore to go on

too short lines are my problem with the graphic tablet aswell xD

i think the skirt looks strange... xD but it was a good practice for shading! and right...artistic freedom xD that can justify everything xDD

and the hands... they were cooked up and eaten by a Llama... xD
